Handle token lifecycle events

Process token suspension, resumption, and deletion notifications from the issuer backend.

In some situations, the issuer backend can suspend, resume, or delete a specific token. Common examples include a device being lost or recovered.

The issuer backend notifies D1 eCom Enablement about the change.
